Try changing this line:
RewriteCond %{HTTP_HOST} ^tomcatblog.info$

to this:
RewriteCond %{HTTP_HOST} ^tomcatblog.info/$

Hi i’ve just add:
RewriteEngine On
RewriteCond %{HTTP_HOST} ^tomcatblog.info$
RewriteRule ^(.*)$ http://tapchiseo.com/$1 [R=301,L]
